Mindustry has a pvp game mode (called attack) and units that can be built and sent out in waves. Mindustry and Rymdkapsel both lean heavy into base building and tower defense but are really fun. Three more games worth mentioning are Mindustry, Rymdkapsel and Imperium Galactica 2. The gameplay is basically a fusion of Command & Conquer and Total Annihilation style games and it works really well on mobile thanks to strategic zoom (which I'd say is necessary for a mobile RTS to be successful). I highly recommend that you try out these games. These 2 games have the best UIs for playing a RTS on mobile. Machines at War 3 is the only other game on mobile that can hold a candle to this one.
